World Cup Executive Committee Procedures
(Adopted December 2009, revised October 2011)
3. Items shall be presented to the Executive Committee separately. Once an item has been submitted to the Executive Committee for discussion, all other posts, not relevant to the open item, should be avoided. Should an Item expand into multiple issues it may, at the discretion of the GC, be returned to him/her for review and resubmission as separate items. The discussion phase will last 5 days unless additional time is requested.
Requests for additional time must be supported by at second from another WC List member. Items may be amended by the members who originally submitted the item and be resubmitted within the five day discussion period to better reflect the thoughts expressed by the committee. An item is able to be amended one time only and it must be resubmitted through the Facilitator or GC. If an item is amended the discussion period will be extend by two days.
4. At the conclusion of the discussion phase the Facilitator shall call for a vote. The facilitator shall prepare a ballot and submit it to the GC for approval prior to calling for the vote. Generally each Item will be voted on with a YES or NO after discussion is concluded. No further discussion should take place after the voting phase starts. Each EC Member is allowed to vote in accordance with WC By-Laws and once this vote is cast it cannot be changed. Votes by EC members not on the EC List or that are experiencing computer problems, must be cast by the EC member through the Facilitator or GC. The voting phase will last 5 days.
5. Once the voting phase has concluded the facilitator shall tally the votes and present the results to the EC List for record and review. The results shall include the total votes for each option on the ballot.
6. Any Executive Committee Member who engages in personal attacks, i.e. name-calling, profanity or refusal to abide by Committee rules, may be removed from the Executive Committee List by order of the GC. The offending member shall receive (1) warning by either the Facilitator or the GC and will be removed if another violation occurs. Said member will remain off the EC List until the present Item clears the EC or for a period of 2 weeks. After reinstatement, if (2) two additional violations occur the member will be permanently removed and may be removed from office by majority vote of the EC List.
